PROPOSAL MANAGER

The Proposal Manager plays an integral role in the success of the Business Development department. Specifically, he/she is responsible for:
- Developing past performance and staffing volumes in support of Federal “must win” opportunities
- Operating with moderate independence in making past performance and staffing volume strategy and development decisions with some guidance and direction from the senior management team;handling strategy, research, analysis, and volume development; making strategic and tactical decisions and recommendations to senior management
- Understanding Government procurement policies and practices and possessing knowledge of the typical qualifications and resource competencies of management plans and past performance sections
- Participating in the development of proposal strategies and themes
- Working with the Contracts Administrator in preparing a plan for the proposal development stage, including outlines, requirements traceability, and past performance
- Assisting in analyzing the RFP/bid requirements against the proposal outline, ensuring both compliance and responsiveness
- Building proposal compliance matrices and tracking the fulfillment of the requirements
- Preparing proposal content, including information from team members, and developing a “single voice” for the proposal
- Reviewing proposal for compliance issues, including page limits, formatting requirements, and delivery requirements. Participating in proposal reviews and making edits and adjustments.

PROFESSIONAL QUALIFICATIONS: |
- 4–6 years of overall work experience in proposal management and development
- Minimum of 4–6 years’ experience in Federal Government procurement and proposal management
- Minimum of 4–6 years’ business and technical writing experience
- Bachelor’s or Master’s degree in Business, Public Administration, or Public Policy

SPECIFIC KNOWLEDGE AND SKILLS: |
- Understand Government procurement policies and practices
- Knowledge of management plans and past performance sections of proposals
- Training in formal capture/proposal methodologies
