Ed Doña
Managing Partner
Mr. Doña is co-founder of Acuity Consulting, Inc. He is one of two managing partners that provide strategic leadership of overall company operations to achieve profitability and long-term growth. His duties include corporate management and business development, recruiting key personnel, and developing overall company budgets and policies.
Mr. Doña has over 20 years of diversified strategic management, operational, accounting, financial, and acquisition experience in government and private industry. He has held various positions in both the public and private sectors. Mr. Doña has extensive experience leading diverse, cross-functional teams, accomplishing team building, and preparing numerous deliverables with compressed schedules.
Mr. Doña received a Bachelors of Science in International Affairs from the U.S. Air Force Academy and a Masters of Business Administration degree with concentrations in Finance and Global Information Technology from American University.
Alan Spencer
Managing Partner
Mr. Spencer is co-founder of Acuity Consulting, Inc. He is one of two managing partners that provide strategic leadership of overall company operations to achieve profitability and long-term growth. His duties include corporate management and business development, recruiting key personnel, and developing overall company budgets and policies.
Mr. Spencer has 20 + years of diversified public and private sector strategic management, operational, accounting, financial, and acquisition experience. His experience includes leading diverse cross-functional teams, accomplishing team building, and preparing numerous deliverables with compressed schedules. He is currently the partner-in-charge for all financial statement and financial system audits, audit readiness efforts, and internal control reviews. As partner-in-charge, he has final authority and responsibility for all work performed and reports issued on these engagements.
Mr. Spencer received an Associate of Arts degree in the Liberal Arts from Sierra College; a Bachelors of Science degree in Accountancy from California State University-Sacramento; and a Masters of Science degree in Management from Troy State University. In addition, he is a graduate of the Professional Military Comptroller School. He is a Certified Public Accountant and a member in good standing of the American Institute of CPAs, the Ohio, Virginia, and California Society of CPAs, American Society of Military Comptrollers, Institute of Internal Auditors, and the Association of Government Accountants.
Luis Barajas
Director, Audit & Assurance Services
Mr. Barajas has over 28 years of experience meeting the needs of clients in the public sector. During his career, he has been in-charge of many federal financial statement audits performed under the Office of Management and Budget's (OMB) guidelines. In 1985, he was a member of the team who performed the first cabinet level financial statement audit - U.S. Department of Labor (DOL). In those pre-Chief Financial Officers' (CFO) Act days, he worked extensively with DOL to help them devise an audit-readiness strategy. In conjunction with his early CFO Act activities, he consulted with GAO's advisory teams who were performing audit work of the Air Force's property line items.
Mr. Barajas now devotes much of this professional time working with the Department of Defense agencies. He has extensive "hands on" experience working with Defense agencies, such as DFAS, DoDIG, DARPA and DLA.
Mr. Barajas has a Masters degree in Executive Leadership from the University of San Diego and completed his undergraduate work in accounting at the business school at San Diego State University. He is a member in good standing of the American Institute of CPAs, California Society of CPAs, American Society of Military Comptrollers, and the Association of Latino Professionals in Finance and Accounting.
Mona Curry Director, Operations
Ms. Curry serves as the Director of Operations with over 22 years experience in the acquisition, financial management and auditing fields. As a former Air Force officer, she supported the Maverick Missile, SRAM II Missile, F-15 Fighter and C-17 Cargo System Program Offices as a budget and cost analyst. She also served as an audit manager and later as the Comptroller for the Air Force Audit Agency where she performed operational audits of major weapon systems. In 2001, Ms. Curry was a primary member of the team who researched, evaluated, and implemented the eArmyU Education Program which ranks among the most innovative and accessible distance-learning programs developed. As a senior consultant, she has provided DoD support services to varied service departments, agencies, field activities and programs. Ms. Curry holds a Bachelor of Arts degree in Accounting from Texas Lutheran University and a Bachelor of Science degree in Business Information Systems from the University of Texas in San Antonio. She is a long-standing member of ASMC and is a Certified Defense Financial Manager - Acquisition (CDFM-A).
Mario Flores
Director, Acquisition and Program Support Services
Mr. Flores has over 18 years of experience in financial management, serving the needs of DoD clients. He is responsible for the day to day operations of the Acquisition and Program Support Services and the overall strategic direction of the division. Mr. Flores joined Acuity in 2002.
Mr. Flores served as Project Manager of Acuity's contract providing integrated program management support for the JS Comptroller's Acquisition, Financial Management, and Programming and Budget Systems. From 1998 to 2002, Mr. Flores served as Chief of the Finance and Accounting Branches for the White House Communications Agency, where he provided financial and travel military services to 850 Army, Navy, and Air Force personnel. He was the Agency Program Manager for the Government Credit card program with 850 individual accounts and 105 corporate accounts.
Mr. Flores led a nine person team to the prestigious Assistant Secretary of the Army Financial Management and Comptroller Fiscal Year 2000 Resource Management Special Recognition Award. He is a member in good standing of the American Society of Military Comptrollers and is a Certified Defense Financial Manager. Mr. Flores has a Masters in Business Administration from Troy University.
Anthony (Tony) Hardin
Director, Financial Management Support Services
Mr. Hardin serves as the Director of Financial Management Support Services for Acuity Consulting, Inc. He moved from the Director of Operations position to his current position in August 2009. Prior to joining Acuity, Mr. Hardin served as a Senior Manager at Deloitte Consulting, where he provided Strategy and Operations consulting services to clients in the private and public sectors. He also served over 26 years in the U.S. Air Force and held commander, senior financial management, and auditing positions at overseas and stateside locations, to include the Pentagon and White House.
Mr. Hardin holds Bachelors and Masters degrees and is a Certified Internal Auditor (CIA), Certified Defense Financial Manager (CDFM), and a Project Management Professional (PMP). He is a former National Defense Fellow at the Mershon Center for International Security Studies at The Ohio State University and a graduate of the Program for Senior Executive Fellows at Harvard University.
James E. Short
Director, Business Development
Mr. Short serves as the Director of Business Development. He is leading Acuity's efforts to cultivate client relationships, develop strategic alliances with industry partners, and expand their business services in audit and assurance, acquisition and program management, and financial management support.
Mr. Short comes to Acuity with nearly 30 years of federal financial management experience. He most recently served as the Deputy Chief Financial Officer, Office of the Under Secretary of Defense (Comptroller) and spent eight years as a key member of the Senior Executive Service (SES). Prior to that, Mr. Short served as the Deputy Assistant Secretary for Financial Operations, Office of the Assistant Secretary for Financial Management and Comptroller, Headquarters U.S. Air Force, Washington, D.C. He also worked as the Associate Deputy Assistant Secretary of the Air Force (Financial Operations / Technology), and as a Senior Policy Analyst for Government-wide Accounting, Executive Office of the President, Office of Management and Budget (OMB). He was formerly the principal adviser to the Assistant Secretary and the Air Force senior staff on issues regarding the amended Chief Financial Officers Act of 1990 and related financial management reforms. In addition, he was
responsible at the executive level for assuring Air Force compliance with financial management mandates leading to the effective and efficient use of Air Force resources.
Mr. Short has a Bachelor's degree in Accounting from Strayer University in Washington, DC. He maintains certifications as a Certified Public Accountant (CPA), Certified Defense Financial Manager (CDFM), and a Certified Government Financial Manager (CGFM). He is an expert in every aspect of federal financial management and generally accepted accounting principles and standards. He is a member of the American Institute of Certified Public Accountants, the Greater Washington Society of Certified Public Accountants, the National Association of Black Accountants, the Association of Government Accountants, and the American Society of Military Comptrollers.
